The Federal Aviation Administration has started a new amnesty program for air traffic controllers in Dallas/Fort Worth aimed at improving air safety by making sure operating errors are reported and resolved.
The Air Traffic Safety Action Program began on Sunday in North Texas, allowing controllers to report any unsafe situations without fear of reprisal and is roughly based on a similar self-reporting program used at most airlines.
The new approach comes as regulators confirmed an earlier investigation showing that FAA managers in Dallas deliberately misclassified 62 operational incidents from 2005 to 2007 in order to make the operation look better.

In what ways is the new reporting system different than the previous or those in Europe? I don't know, but I think it will fail too. Reporting your own mistakes is not consistent with human nature. Yes, they say that the information will only be used for corrective action to avoid similar incidents in the future. Then why aren't doctors required to report themselves when they screw an operation? Why aren't drivers who speed? Or policemen who fire their weapon by mistake? The answer is simple: money. All these safety gurus who keep asking for this and that to improve standards don't really care about human lives. They just want the business to run smoothly. Less accidents mean more public confidence in the safety of flying, billions of happy customers and flowing cash. I'm not saying we shouldn't report weaknesses in the ATC system. We are professionals. But if possible it should be done without incriminating ourselves.
