Who holds the truth?

What happened in the US is very disturbing. NTSB reported that a pilot was to blame in an air accident. Then a judge ruled that the controllers acted "negligently and carelessly" and blamed them instead. A judge is supposed to represent the general public. It's true that the goal of an investigation by aviation authorities should not be to attribute blame, but to help prevent similar accidents or incidents from taking place again. But still, a fact is a fact, no matter who is looking into a case. Judge or accident investigator, there can't be a different, contradicting outcome. Unless someone didn't do his job.
