What happened in the US is very disturbing. NTSB reported that a pilot was to blame in an air accident. Then a judge ruled that the controllers acted "negligently and carelessly" and blamed them instead. A judge is supposed to represent the general public. The NTSB investigators are supposed to be experts. (http://www.latimes.com/news/local/la-me-torrance7-2008may07,0,3483774.st...) It's true that the goal of an investigation by aviation authorities should not be to attribute blame, but to help prevent similar accidents or incidents from taking place again. But still, a fact is a fact, no matter who is looking into a case. Judge or accident investigator, there can't be a different, contradicting outcome. Unless someone didn't do his job.
